The equipment rules are federal, they are keyed to the length of your boat, and the thresholds come from regulations written decades apart in different units. Two of them changed recently enough that a lot of compliant-looking boats are not. This page covers what you must carry and why, what the labels on your life jackets mean now that the type codes are gone, what cold water actually does and on what timescale, and what the Coast Guard casualty data says about which of it matters most.
Federal carriage requirements are keyed to the length of the boat, and the thresholds come from different regulations written at different times in different units. They do not line up. A 39-foot boat and a 40-foot boat differ in two separate requirements, and one of those thresholds is metric.
The requirement itself is short. Under 33 CFR 175.15, no person may use a recreational vessel unless at least one wearable PFD of the proper size is on board for each person, and a vessel 16 feet or longer also carries at least one throwable device. A separate section, 175.19, says where they must be: wearables readily accessible, throwables immediately available. All of them must be in serviceable condition and legibly marked with their approval. Canoes and kayaks of 16 feet and over are excused the throwable, and racing shells, sculls, racing canoes and kayaks and sailboards are excused PFDs altogether.
The confusing part is the labelling, and it took two rulemakings ten years apart. In 2014 the Coast Guard removed the Type I/II/III/IV/V codes from the approval regulations, harmonising with Canada, but the labels themselves did not change. The replacement arrived with the Lifejacket Approval Harmonization rule, effective 6 January 2025, which adopted performance levels — and only three of them, Level 50, 70 and 100. Level 150 and 275 exist in the international standard but the Coast Guard has not adopted them, so a US-approved recreational device will not carry one. New labels also show icons for turning performance and for the activities the device is not approved for. Older Type-marked jackets remain perfectly legal, so you can be carrying two approved devices whose labels share no vocabulary at all, and both are compliant.

Two things changed here recently, and both catch people out. First, recreational vessel fire equipment moved: it is now governed by 33 CFR part 175, subpart E, not by 46 CFR part 25, which explicitly excludes recreational vessels. Second, on 20 April 2022 a new classification and a service life came into force.

Visual distress signals are required on coastal waters — which for this purpose includes the Great Lakes, the territorial seas, and waters connected directly to them up to a point where the entrance is more than two nautical miles wide — and on the high seas. Not on inland lakes and rivers, though several states impose their own requirement there.
Three requirements that are all about the engine, and one of them is much newer than the others.
Rule 33 requires a whistle on a vessel of 12 metres (39.4 feet) or more, and a bell in addition at 20 metres (65.6 feet) or more. Below 12 metres you are not obliged to carry those specific appliances, but the rule does not let you off: such a vessel "shall be provided with some other means of making an efficient sound signal".
Federal law sets the limit at 0.08 percent blood alcohol concentration for recreational vessels, and 0.04 percent for vessels other than recreational, at 33 CFR 95.020. A person is also under the influence, independently of any number, when the effect of the intoxicant on their manner, disposition, speech, muscular movement, general appearance or behaviour is apparent by observation — so a chemical test is evidence, not a threshold you get to sit just under. States set their own limits, which may be lower, and every state has a boating-under-the-influence offence.
The reason boating amplifies alcohol is not folklore. Sun, wind, noise, vibration and motion produce fatigue and dehydration that degrade balance, reaction time and judgement on their own; alcohol adds to an already reduced baseline. The practical consequence is that the impairment at a given BAC is worse afloat than ashore, and that a person can be meaningfully impaired at a BAC below any legal limit. Add that most boats have no seat belts, no roll cage and a propeller, and the accident-to-death conversion rate is what the figure above shows it to be.
The operator must file a casualty report when an occurrence involving the vessel or its equipment results in a death, a disappearance under circumstances indicating death or injury, an injury requiring medical treatment beyond first aid, or damage to vessels and other property totalling $2,000 or more, or the complete loss of any vessel.

Cold water immersion kills in three distinct phases with different mechanisms and different timescales. Almost everybody has heard of hypothermia, which is the last and slowest of the three, and almost nobody drowns of it.

This is included because the disagreement is real and a study page that quoted the tidy version without it would be teaching a number its own originator's data does not support.
Carbon monoxide is colourless, odourless, and produced by every petrol engine, generator and fuel-burning appliance on the boat. It binds to haemoglobin with roughly 200 times the affinity of oxygen, so exposure is cumulative and recovery is slow. Its early symptoms — headache, dizziness, nausea, drowsiness, weakness — are indistinguishable from seasickness, sunstroke and too much to drink, which is precisely why it is dangerous on a boat: everybody has a benign explanation ready.
If the weather turns: get life jackets on everyone immediately, before you need them and while it is still easy to move around. Slow down. Head into the waves at an angle of about 45 degrees rather than taking them square on the bow or on the beam. Get low, keep weight centred and low, and head for the nearest lee shore rather than the one you set out for. Secure loose gear and close hatches and ports before you are busy.
The Coast Guard publishes recreational boating casualties annually. The 2024 edition, the most recent published as of August 2026, recorded 3,887 accidents, 556 deaths, 2,170 injuries and approximately $88 million in property damage, at a fatality rate of 4.8 deaths per 100,000 registered recreational vessels. The Coast Guard reported that death toll as the lowest in more than fifty years, though the phrase is from its press release rather than the report. Recent editions have appeared around the end of June, so the 2025 figures may already be out by the time you read this — check before quoting these.

Almost everything above is federal. Most of what governs your day on the water is not. States set operator education requirements, minimum operator ages, PFD wear ages, personal watercraft rules, towing and water-skiing rules, speed and no-wake zones, registration, and their own equipment requirements on top of the federal minimums.
The state courses are written against the American National Standards for Basic Boating Knowledge, published through NASBLA, the National Association of State Boating Law Administrators. The standard is a list of learning objectives across content areas — the boat, equipment, trip planning, the marine environment, safe operation, emergency preparedness, and other water activities — plus requirements for course design and assessment. Under the NASBLA conformity assessment policy the assessment must run in aggregate to at least 50 questions, of which at least 10 must be state-specific — the 50 is the floor for the whole exam, not a national core with state questions bolted on — and each state sets its own passing score.
